Clint Azzopardi Flores - Head of ESG, Bank of Valletta

Clint Flores was appointed as Malta’s Political and Security Committee Ambassador to the EU in January 2018. Previously, he was appointed President of the Budget Committee in Council to lead the final stages of the negotiations of the Multiannual Financial Framework’s mid-term review, as well as the negotiations of the OMNIBUS and financial regulation revision of the EU. During Malta’s Presidency of the Council of the EU, Clint managed to seal a Council position on both dossiers. Clint Flores holds a Master’s degree of Science in Economics and Finance from the University of York. He joined Bank of Valletta in January 2022, heading the ESG Department. Clint is currently implementing ESG risks, currently focusing on climate and environmental risks under the risk function of the Bank, encompassing multiple departments.

Elisa Bevilacqua - Senior Sustainability Technical Manager, EFRAG

Elisa joined EFRAG in September 2022 as senior sustainability technical manager. She currently leads the work on SME (VSME) and her focus on the sector standards is on banking and financial institutions. Elisa has 25 years' experience in the financial sector. In the past 15 years she focused on corporate social responsibility, green finance, ESG risks and sustainability reporting. Before joining EFRAG, Elisa was head of sustainable finance at the European Association of Cooperative Banks, where she held numerous positions since 2004. Prior to that, she worked at the European Parliament in Brussels and in the investment fund industry in Luxembourg.

Marie Briguglio - Associate Professor, University of Malta


Marie Briguglio is a resident academic at the University of Malta (UM) lecturing mainly in Behavioural Economics and Environmental Economics, and expert on themes of economics of wellbeing, environmental cooperation, political preferences, cultural participation and market failure. She is also the principal investigator of the Malta well-being INDEX project.

Brian Cardona - Founder, ElectroWaste Malta Ltd

Brian is the founder, owner, and director of Electro Waste Malta Ltd, a leading Maltese recycler of electronic and electrical waste. Starting as a self-employed operator in 2004, he grew the business into a fully licensed company in 2011, now operating from Ħal Għaxaq and Ħal Far. Under his leadership, the company has expanded from local recycling to importing e-waste from abroad and is currently developing a new facility in Tunisia. With over 20 years in the sector, Cardona has built Electro Waste Malta Ltd into a trusted, compliant, and forward-thinking leader in sustainable WEEE management across the Mediterranean.

Margaret Cassar - Chief Policy & Strategy Officer at the Climate Action Authority

Prior to her current position at the recently established Climate Action Authority, Margaret was Director General within the public service in 2018. An economist by profession, she has vast experience in the field of public policy. She joined the public service in 2006 as Economics Officer within the Economic Policy Department whereby she has contributed towards various key cross-cutting policy initiatives including in the fields of industry and SMEs, recreational and culture. She was also involved extensively in the EU Budget and EU funding as she was a member of the negotiating team. In 2014 Margaret was appointed Director for policy development and programme implementation, whereby she led the Directorate in developing policies at national, EU and international levels across various areas along her terms in headship positions including environment, climate change, agriculture, and fisheries, planning and construction, energy, and enterprise. In 2017, she led the Directorate in executing a key role during the Maltese Presidency in the AGRIFISH and Environment Council formations.

Claire Cordina Borg - Deputy Director Environment & Resources, Environment & Resources Authority (ERA)

Claire is Deputy Director at Malta’s Environment & Resources Authority (ERA), overseeing teams on ambient quality, waste, biodiversity and water and leading policy, monitoring and reporting across national, EU and multilateral processes. Over two decades, she helped establish the Environment Protection Directorate, served as EU & Multilateral Affairs Coordinator, and headed the National Affairs Unit. She led Malta’s National Strategy for the Environment 2050 Vision — based on beyond-GDP and quality-of-life metrics—and in 2023 chaired the UNEP/MAP SPA/BD Focal Points. She applies systems thinking to turn evidence into deliverable policy and believes in environment–economy alignment. She holds a B.Sc. and Master’s, and is a mother of three.

Michael Dingli - Manager, PwC Malta

Michael leads the firm’s sustainability practice. With a background in banking audit and advisory, he has extensive experience supporting financial institutions in managing climate and environmental risks. Michael now advises companies across sectors on implementing the Corporate Sustainability Reporting Directive, greenhouse gas accounting, and EU taxonomy reporting, including sustainability assurance. His work bridges regulatory compliance with strategic sustainability, helping organisations navigate the evolving ESG landscape.

Luc Hendrickx - EFRAG ST TEG member representing SMEs & Former Director of Enterprise Policy and External Relations, SMEunited

Luc Hendrickx is member of EFRAG’s Sustainability Reporting Technical Expert Group (TEG) representing the SMEs interests. He was member of the EFRAG Project Task Force on European Sustainability reporting standards (PTF-ESRS) chairing the SME cluster. Currently he is member of the European Economic and Social Committee as representative of the Belgian SMEs. He sits in the board of EURid, the registry manager of the .eu country code top-level domains. He has been Director Enterprise Policy and External relations from 2000 until august 2023 at SMEunited (formerly UEAPME), the European employer's organisation and social partner representing the interests of crafts and SMEs at EU level. From 1989 until 1996 he has been Legal counsellor at UNIZO (Belgian SME Organisation); From 1997 until 1999 he was member of the Cabinet of the Flemish Minister of Environment and Employment.

Matteo Privitelli - Assistant Director (Environmental Sustainability)
Sustainable Development

Matteo currently holds the position of Assistant Director within the Sustainable Development Directorate, Office of the Permanent Secretary, Ministry for the Environment, Energy and Public Cleanliness. Matteo is very passionate about sustainable development and works to promote the principles of sustainability across all sectors and among all stakeholders. He is also the main focal point of the recently launched ESG Platform. Prior to joining the Public Service, Matteo worked with CORE Platform and played a key role in promoting the value and importance of ethical business practices. Through his work, Matteo contributed to fostering stronger partnerships between the private sector, civil society, and government, with the aim of embedding CSR principles into everyday business strategies. Matteo graduated from the University of Malta with a B.A. (Hons) in International Relations in 2011 and a M.A. in Diplomatic Studies in 2013. He also holds an M.A. in Hospitaller Studies. Apart from this, in 2013, he also graduated from the Institute for Tourism Studies as a Professional Tour Guide of the Maltese Islands.

Kenneth Spiteri - Director of Business Innovation, Melita

Kenneth's current focus is the Internet of Things (IoT), specialising in global connectivity. He started out in financial services, having held senior positions with international banks and financial services providers. After 15 years in financial services he ventured into the Telecommunications and Technology sector, and held CEO and Director positions with major brands including Vodafone and Apple. As a company director and in an executive capacity Kenneth has been involved in, and spearheaded, a number of mergers and acquisitions in Financial Services, Telecommunications, Technology, Retail & e-commerce sectors at both a local and international level. Kenneth’s consultative approach to business revolves around customer delight through innovation as a key component to build businesses and scale beyond the Maltese shores.

Matthew Swain - Head of Sustainability at APS Bank plc


Matthew Swain is Head of Sustainability at APS Bank plc. Prior to this, Matthew spent over a decade in London working with a major global bank. He specialised in renewable energy lending for corporates, eventually managing and implementing global sustainability risk policies. He is experienced at assessing ESG impacts of large scale financing projects as well as developing climate strategies for the banking sector. In his time at APS he has lead the development of an ESG Strategy Framework and setting up the banks Medium term ESG commitments. He is now working to implement a wider Sustainability strategy ensuring alignment with the UN Sustainable Development Goals (SDGs) as well as overall responsibility for Emissions Accounting and ESG reporting.

Antonina is a polish citizen. She works in FISMA C1 as a legal assistant, mainly on the CSRD. She was involved into the Omnibus negotiations. Previously she studied law and international relations in Trento, Italy and in Prague, Czech Republic.

Carl Zammit La Rosa - Manager, PwC

Carl is a Manager forming part of PwC Malta’s Management Consulting practice. With over 10 years of consulting experience, he currently leads the ESG team on projects related to CSRD reporting, materiality assessments, carbon accounting, and sustainability strategy for both public and private clients. Carl brings hands-on experience in leading and delivering complex consulting engagements across multiple sectors, including ESG strategy and reporting, feasibility studies and EU funding advisory. He has acted as a project manager and a subject matter expert on various assignments for European institutions, as well as international and public authorities, both locally and abroad. He also leads PwC’s Malta’s internal Net Zero programme, overseeing data collection, offsetting and reporting aligned with 2030 net zero science-based targets.
